Hope this helps I would use CharSequence::codePoints to get an IntStream of the code points and map them to strings, and then collect them, concatenating to a single string:
public String escape(final String s) {
    return s.codePoints()
        .mapToObj(codePoint -> codePoint > 127 ?
            "&#x" + Integer.toHexString(codePoint) + ";" :
             new String(Character.toChars(codePoint)))
    .collect(Collectors.joining());
}
I love 🍿

hope this fix your issue I need to write a text with the unicode character 0x1F in a utf-8 document (it is not an allowed character in xml). Is there a way to escape it, or do I have to discard it? , This will do it in XML 1.1 (but is discouraged):

help you fix your problem repr() works fine on Unicode strings. For printable ASCII characters, it will print the character, and for unprintable characters, it will print the Unicode escape sequence.

Windows ASCII Character/HTML Entity/Unicode

hop of those help? As explained in @HansPassant’s answer, there is really no adequate way to use the “Windows logo” (more properly called “Windows icon”) as a character. Theoretically, you could use a Private Use codepoint for it, but then you would need a font containing it in that codepoint, and of course this would not work reliably; Private Use codepoints are by definition for use by private agreements and should not be used in public information interchange (though “icon fonts” do just that).
And as mentioned in that answer, the Wingdings font has a “Windows logo” at code point U+00FF, where the letter “ÿ” should be present. This means that you could use
<font face=Wingdings>ÿ</font>
<font face=Wingdings>&#xff;</font>
