I wish did fix the issue. I'm trying to build a basic Restify app to Heroku and get the following well known error: , Fixed it by using IP 0.0.0.0 instead of 127.0.0.1.

fixed the issue. Will look into that further I would imagine it has something to do with being explicit about the IP address. Try just doing server.listen(port, function() { ... ?

help you fix your problem Found the issue. Heroku wasn't the problem. My database is stored on another server, which probably was hacked. The hosting company detected what appears to be a large flood of traffic from one or more of my servers, that is disrupting the normal traffic flow for other users. To prevent this traffic from causing further disruption, they had disabled the networking interface on the server or servers involved.
So that was the problem. My Heroku app wasn't able to connect to my database and so the port binding failed.

This might help you To solve the problem I did two things. Firstly, as it exceed 512 mb I set config var
JAVA_TOOL_OPTIONS = -Xmx300m
java $JAVA_OPTS -Dserver.port=$PORT -jar target/java-cloud-sample-0.0.1-SNAPSHOT.jar

Does that help I'm not familiar with Telegram, but it looks like you aren't actually running an HTTP server. Instead, your code is periodically polling for updates:

def main():
    # ...
    port = os.getenv('PORT', default=8000)
    updater.start_webhook(port=port)
