Can't center an paragraph inside ::before div

Does that help What you want to accomplish is to have the div with a responsive space on top and also the paragraph sticking to the middle during it's responsiveness. I fixed you code without the ::before pseudo element.
This same feature can be attained using a padding for the div and a little positioning.
div.st-header-image {
  width: 100%;
  background-color: #a7b885;
  margin: 0px;
  text-align: center;
  overflow: hidden;
  padding-top: 40%;
  position: relative;
}

p.st-description {
  margin: 0px;
  color: red;
  font-size: 40px;
  position: absolute;
  top: 0;
  left: 0;
  right: 0;
  text-align: center;
  padding-top: 15%;
}

How to center an absolute paragraph inside a relative div

it helps some times I want to center a paragraph which is positioned absolute inside another div positioned relative. The problem is since this is absolute I can't use text-align: center! Also I want to center the paragraph both vertically and horizontally.. . My HTML looks like this , You don't need absolute positioning at all to achieve what you want :
.top { width: 100%; height: 70px; text-align: center; }
.same { display: inline; line-height: 70px; }

Can't vertically center a paragraph inside a div

wish helps you You need to set a height to your container (as I told you in comments).
And here is a method (among others) to vertically center with flex properties, no matter the container height.
.col-md-6 {
    height: 500px;
    // The container must be flexible
    display: flex;
}

.historic-story {
    font-size: 25px;
    text-align: center;
    // This is the property which centers
    align-self: center;
  }
<div id="historic-container" class="col-md-12">
  <div class="col-md-6">
    <p class="historic-story"><i>Lorem ipsum dolor sit amet, consectetur adipiscing elit. Donec commodo in tellus ut varius. Etiam posuere ultricies maximus. Donec non turpis dolor. Donec erat nulla, mollis sit amet consectetur in, tempus vitae urna. Quisque elementum in felis eget pretium. Phasellus ultrices ligula ut consequat efficitur.</i></p>
  </div>
  <div class="col-md-6 historic-img-container">
    <img src="//cdn.shopify.com/s/files/1/1698/6183/t/5/assets/historic1.jpg?11742577354521181346" alt="">
  </div>
</div>
