RouterModule.forRoot(ROUTES) vs RouterModule.forChild(ROUTES)

I hope this helps . I strongly suggest reading this article:
Avoiding common confusions with modules in Angular Module with providers
@NgModule({
    providers: [AService]
})
export class A {}

-----------------------------------

@NgModule({
    imports: [A]
})
export class B
@NgModule({
    providers: [AService]
})
class A {}

export const moduleWithProviders = {
    ngModule: A,
    providers: [AService]
};

----------------------

@NgModule({
    imports: [moduleWithProviders]
})
export class B
@NgModule({
    providers: [AService]
})
class A {}

export const moduleWithProvidersForRoot = {
    ngModule: A,
    providers: [AService]
};

export const moduleWithProvidersForChild = {
    ngModule: A,
    providers: [BService]
};

------------------------------------------

@NgModule({
    imports: [moduleWithProvidersForRoot]
})
export class B

// lazy loaded module
@NgModule({
    imports: [moduleWithProvidersForChild]
})
export class C
@NgModule({
    providers: [AService]
})
class A {
    forRoot() {
        return {
            ngModule: A,
            providers: [AService]
        }
    }

    forChild() {
        return {
            ngModule: A,
            providers: [BService]
        }
    }
}

--------------------------------------

@NgModule({
    imports: [A.forRoot()]
})
export class B

// lazy loaded module
@NgModule({
    imports: [A.forChild()]
})
export class C
export const moduleWithProvidersForRoot = {
    ngModule: A,
    providers: [{provide: token, useClass: AService}]
};

export const moduleWithProvidersForChild = {
    ngModule: A,
    providers: [{provide: token, useClass: BService}]
};
static forChild(routes: Routes): ModuleWithProviders {
    return {
        ngModule: RouterModule,
        providers: [{provide: ROUTES, multi: true, useValue: routes}]
    };
}

how re-exporting the routerModule works

seems to work fine If you look at the source of RouterModule.forRoot()`
https://github.com/angular/angular/blob/a0ae1200936d7d51298c0b332edbfb6eefa73b91/packages/router/src/router_module.ts#L144
static forRoot(routes: Routes, config?: ExtraOptions): ModuleWithProviders {
    return {
      ngModule: RouterModule, // <<<====
      providers: [
        ROUTER_PROVIDERS,
        provideRoutes(routes),
        {
          provide: ROUTER_FORROOT_GUARD,
          useFactory: provideForRootGuard,
          deps: [[Router, new Optional(), new SkipSelf()]]
        },

should help you out You cannot have routerLink directive without importing RouterModule. You have to simply import it into your child module without calling RouterModule.forChild() method.
For the better understanding of forRoot() and forChild(), please refer below links:
