Hope this helps as a dirty solution you could just remove the apostrophes from the part you made string from them
outfile.write(str(add_emp())[1:-1] + '\n')
outfile.write(str(add_emp()).replace("'", "")[1:-1] + '\n')
outfile.write(' '.join(add_emp() + '\n')

may help you . The split(',') method in Python will return a list. Join them together using whatever separator you desire. If new_line.split(',') gives you something like ['Column1','Column2','Column3'] etc. then try
' | '.join(new_line.split(','))

I wish did fix the issue. Are you sure you're trying to store a real apostrophe (character code 39) and not one of the smart-quote characters? https://en.wikipedia.org/wiki/Quotation_mark_glyphs

I wish this help you Replace is not an in-place method, meaning it returns a value that you must reassign.
mystring = mystring.replace("'", "")
mystring = mystring.replace('"', "")

        ) for item in resultSet

result = '[' + result + ']'
