I have never used this FIWARE IoT Agent, but with others like IoT Agent for the Ultralight if you configure the severity of the log file in DEBUG the reception of each message is shown.

I hope this helps you . You could use http://msdn.microsoft.com/en-us/library/windows/apps/windows.networking.connectivity.datausage.aspx and check the bytesReceived property. If it changed, data was just transfered. See the linked Quickstart for more information on how to use this.
Other than that, I don't think there's a specialized API for that.

wish helps you You have a mBluetoothLeService.readCharacteristic(btGattCharacteristic) call but no onCharacteristicRead(BluetoothGatt gatt, final BluetoothGattCharacteristic characteristic, int status) callback to receive the value. It's part of a BluetoothGattCallback.
My understanding of the process is that first you find a BluetoothDevice one way or another -- probably by a BLE scan. You identify it e.g. by its name (with device.getName()) or by the advertising data and connect to it with device.connectGatt(context, false/true, gattCallback).
