ArrayList public constructor - "Constructs an empty list with an initial capacity of ten" - where?

I hope this helps . This is an optimization. The developers decided to initialize the ArrayList with an empty backing array, and lazily create a non-empty backing array only when you start adding elements to the List.
When you add the first element (by calling add), it calls
ensureCapacityInternal(size + 1);
minCapacity = Math.max(DEFAULT_CAPACITY, minCapacity);

Existing solution to "smart" initial capacity for StringBuilder

around this issue Make sure you do the performance measurements to make sure you really are getting some benefit for the extra work.
As an alternative to a StringBuilder-like class, consider a StringBuilderFactory. It could provide two static methods, one to get a StringBuilder, and the other to be called when you finish building a string. You could pass it a StringBuilder as argument, and it would record the length. The getStringBuilder method would use statistics recorded by the other method to choose the initial size.

this one helps. Don't override constructor at all. Instead create public static method:
public static HelpFragment newInstance(int i) {
    HelpFragment f = new HelpFragment();
    Bundle args = new Bundle();
    args.putInt("page", i);
    return f;

The constructor function in a pure virtual class should be "protected" or "public"?

I wish this helpful for you It doesn't really matter, since you're not allowed to construct objects of the base class anyway. Making it protected serves only as a reminder of the fact that the class is supposed to be a base class; it's only cosmetics/documentation.
struct Base {
    virtual ~Base() = 0;
    Base() { std::puts("Base constructor"); }

Base::~Base() { std::puts("Base destructor"); }

struct Derived : Base {};

int main()
    //Base b;   // compiler error
    Derived d;

    Base *b = new Derived();
    delete b;

Why does MemoryStream not offer a constructor taking a "long" capacity?

Hope that helps MemoryStream does not support more than about 2GB of data right now. This is a current limitation. It does not have to exist in principle.
This is simply a case of a feature not implemented (yet).

Using "using" in public to inherit private constructor does not make it public
