Does that help You can achive it using refresh scope feature from spring cloud, consider case:
@ConfigurationProperties(prefix = "prefix")
@PropertySource("path to properties file, you can inject it as property ${spring.config.location}")
public class ServiceOutputProperties {

//getters & setters

seems to work fine Use (from http://www.docjar.com/html/api/com/opensymphony/xwork2/util/LocalizedTextUtil.java.html):
clearMap(ResourceBundle.class, null, "cacheList");

// if it's Tomcat
if ("org.apache.catalina.loader.WebappClassLoader".equals(cl.getName())) {
    clearMap(cl, loader, "resourceEntries");

private static void clearMap(Class cl, Object obj, String name)
        throws NoSuchFieldException, IllegalAccessException,
        NoSuchMethodException, InvocationTargetException {
    Field field = cl.getDeclaredField(name);

    Object cache = field.get(obj);

    synchronized (cache) {
        Class ccl = cache.getClass();
        Method clearMethod = ccl.getMethod("clear");

Should our application store the image properties in a database? Or should the application generate them at runtime?

around this issue My advice is never generate images on fly when performance is a concern, rather generate different sizes once, save them in certain folder say uploads\images or read the image properties once during upload(to avoid doing so on each image request) and store properties in a DB table.

I don't know about spring.cloud.stream.bindings specifically, however a spring Boot application can load its application-${profile}.properties from multiple locations including jars on the classpath:

Quarkus: How to define and read properties file (or application.properties) outside application or at runtime?

Tag : development , By : Pancilobak

Hope that helps You can add a configuration file in your application working directory under config/application.properties : https://quarkus.io/guides/config#overriding-properties-at-runtime
There is ongoing discussion to have more runtime configuration capabilities here: https://github.com/quarkusio/quarkus/issues/1218
