I wish this help you You shouldn't use num_rows to validate anything. It's unreliable and useless.
in your case you could use result of fetch() to see whether your query returned anything.

With these it helps Don't echo them right away, instead store them for later use. You mentioned this is inside a class, so you can use a class property to hold error messages.

            $valid = FALSE;
    }

Get number of positive votes from total of votes and result of all votes (+/-)

I hope this helps you . I have a query which returns the total number of votes (COUNT()) and the sum (SUM()) of all votes. A single vote is stored as a -1 or a 1.
-x +y = sum
x + y = tot
=> 2y = sum + tot
=> y = (sum + tot)/2 ; x = tot - y

will help you I haven't tried it myself, but you should try adding some methods to your Issue model like this:
def upvote_count
  votes.count(:conditions => "value = 1")
end

def downvote_count
  votes.count(:conditions => "value = 0")
end

it should still fix some issue As @jylipaa pointed out you're echoing $chybi before setting it's value. Move your logic above the $zacatek varaible.
