like below fixes the issue I would like to expand a string with one or more values which come from an array. , Try the following:
$myArr = array("USA", "Minneapolis");

$string =  'http://example.com/search/key=["Start", "' . implode('", "', $myArr) . '"]&shift=false';

I wish this help you Hopefully this example helps in addition to the above responses. You can past this code in a browser console and play around with it.
var dict = {Math:[], Physics:[], Chemistry:[]};

dict["Math"] = [0, 1, 2];

dict["Chemistry"] = ["organics", "biochemistry"];

dict["Physics"] = ["kinematics", "vectors"];

/*retrieve code by typing following one by one*/

dict["Math"]

dict["Chemistry"]

dict["Physics"]

I wish did fix the issue. I have an array of hashes in the format shown below and I am attempting to sort the :book key of the hash based on a separate array. The order is not alphabetical and for my use case it cannot be alphabetical. , Here's an example
arr = [{a: 1}, {a: 3}, {a: 2}] 

order = [2,1,3]  

arr.sort { |a,b| order.index(a[:a]) <=> order.index(b[:a]) }                                           
# => [{:a=>2}, {:a=>1}, {:a=>3}]  
order = ['Matthew', 'Mark', 'Acts', '1John']
result = list_of_hashes.sort do |a,b|
  order.index(a[:name]) <=> order.index(b[:name])
end
order_with_index = order.each.with_object.with_index({}) do |(elem, memo), idx|
  memo[elem] = idx
end

How to convert array values to comma seperated string based on specified given array values..?

This might help you I have the array as specified below , This code will work for you :-
$array1 = array_column($array, 'first_name','id');
$array2 = [8,15,19];
$names = array_intersect_key($array1, array_flip($array2));
$names = implode(',',$names);
echo $names;

To fix the issue you can do I have a dataframe like this: , Just using repeat with reindex
df.reindex(df.index.repeat(df.Col2)).drop('Col2',1)
Out[443]: 
  Col1  Col3
0    a     6

1    a     3
2    b     2
2    b     2
2    b     2
2    b     2
3    b     3
