it fixes the issue From the documentation about the configuration of jetty-maven-plugin is seems that in contextPath they suggest that you probably (very vague I must admit) need to add leading forward-slash "/", so that your maven plugin definition should read:
it helps some times Jetty looks for your resources in the jar files in WEB-INF/lib. When it searches jsf-impl.jar it is somehow closed, probably by a JSF request. Perhaps jsf does its own resource handling and messes about with the files itself. Anyway, the solution seems to be to move the jsf jars out of the war-file. Set your jsf dependency scope to provided so maven does not package them in the war file, and get them on the server, probably in the lib folder in jetty standalone.
Spring, Jetty Maven Plugin: No qualifying bean error only after jetty reload
I wish did fix the issue. As it turns out, this is a known bug in Jetty 9. It should be fixed in the latest version 9.0.4, which doesn't seem to be available on maven repos as per now. So, my workaround was to revert to Jetty 8 for the time being, which doesn't have this bug.
