hope this fix your issue I've always solved that issue with boolean flags, it isnt pretty at all, but it works if you think it through.
The idea is more or less, create a global usable boolean and init with false, in the onSelectedItemListener() use that boolean to choose wether or not to trigger the action, the important thing to remember is to set it to true after the computer has selected it the first time automatically, and reset it to false in the onResume() method.

will be helpful for those in need You can just reassign the adapter after you got the updated array (account_name_array)
account_name_adapter = new ArrayAdapter<String>(this, android.R.layout.simple_spinner_item, account_name_array);
account_name_adapter.setDropDownViewResource(android.R.layout.simple_spinner_dropdown_item);
account_name_spinner.setAdapter(account_name_adapter);

Manually typing in text in JavaFX Spinner is not updating the value (unless user presses ENTER)

I wish did fix the issue. Unfortunately, Spinner doesn't behave as expected: in most OS, it should commit the edited value on focus lost. Even more unfortunate, it doesn't provide any configuration option to easily make it behave as expected.
So we have to manually commit the value in a listener to the focusedProperty. On the bright side, Spinner already has code doing so - it's private, though, we have to c&p it

Any of those help Define your subcategory adapter (mSpnrSubCategory) as a global variable.
Then whenever category spinner click, change the data of subcategory then notifyDataSetChanged();
    ArrayAdapter<String> mSpnrSubCategory;
    ArrayList<String> aSubCategory;
    mSpnrCategory.setOnItemSelectedListener(new AdapterView.OnItemSelectedListener() {
         @Override
         public void onItemSelected(AdapterView<?> parent, View view, int position, long id) {
               // SubCategories
               ...
               mSpnrSubCategory.notifyDataSetChanged();    
         }
    });

My spinner adapter is not updating the spinner values on calling notifyDataSetUpdate change
