wish helps you I think this intentional and seems to be public and documented API, though the wording could probably use some clarification.
In the Revisions documentation they say:

This appears to be available on the version I'm running which is 0.10.1.

should help you out According to the CouchDB wiki page, _revs_diff will return a value if the revisions for a given document are invalid. No examples using curl are given.
Looking at this mailing list posting the problem appears to be that you need to include document and revision information, like this:
