Any of those help I am using Visual Studio 2015 and created a .NET Core console application. After compiling, I have my project DLL file in the debug folder. And if I want to run it on another computer, I have to install .NET on it and then write dotnet myApp.dll in command window (CMD). But I need to run my application without any installations. , Follow the below steps to run your application:
dotnet publish -c release -r ubuntu.16.04-x64 --self-contained
chmod 777 ./appname
./appname

I wish did fix the issue. That's because MVC Core is configuring the dependency injection properly, as opposite to the console application.
In your console application, you may instantiate your DbContext manually using this:
var builder = new ConfigurationBuilder()
              .SetBasePath(Directory.GetCurrentDirectory())
              .AddJsonFile("appsettings.json");

var configuration = builder.Build();
var optionsBuilder = new DbContextOptionsBuilder<SystemDataContext>();
optionsBuilder.UseSqlServer(configuration.GetConnection("DefaultConnection"));
var db = new SystemDataContext(optionsBuilder.Options);

it helps some times It sounds like the script you're trying to run relies on a relative path to execute correctly. In that case you may need to cd within your spec.

this one helps. Seems this is a known issue in .net core https://github.com/dotnet/runtime/issues/3778
