Any of those help You cant do two insert after a cte, so wrap each one in a different cte
WITH professionals as (
    INSERT INTO professionals(id, company_id, first_name) 
    VALUES (1, 1, 'peter') RETURNING *
services as (
    INSERT INTO services(id, professional_id, name) 
    VALUES (1, (select professionals.id from professionals), 'haircut')
INSERT INTO features(id, professional_id, name) 
VALUES (1, (select professionals.id from professionals), 'autobook');

select * from professionals;
select * from services;
select * from features;

may help you . There are a couple different ways to address this. The question really is about how they get loaded. Do you need to do a check to see if they exist first? This check can have a big hit on performance if done needlessly. The most performant way to accomplish this is through a separate step assuming you can just blindly insert them in that earlier step.

Any of those help I am facing a problem in Laravel 5.3 that I looked the docs and also searched web but didn't find anything on it. , One way of inserting related table is using relations as:
$user = User::create($user_inputs);

$xyz = $user->xyz()->create($xyz_inputs);

should help you out In Plpgsql, EXECUTE runs in a different scope and you won't see the local variable NEW. It can be dynamically passed using a placeholder $1 and USING clause.
createStmts := 'INSERT INTO '|| partitionn || ' VALUES ($1.*);'  USING NEW;
