this one helps. Fascinating. @dave_thompson_085 and @Suboptimal gave the answer in comments above (not sure how to given them rep credit since those aren't answers). (I was suffering a bit of tunnel vision and didn't try it myself.)
The problem is apparently in the constructor URI(String scheme, String userInfo, String host, int port, String path, String query, String fragment) because the constructor URI(String str) works.

wish of those help I would guess that first is already corrupt and is only rendering correctly due to a transcoding bug hidden by your console configuration.
You can confirm this by emitting the UTF-16 code units in the string:

wish helps you The ../ convention indicates to move up one directory level from where you are. If you are in the root directory, you cannot move up any more levels.
If your /admin folder is in the root directory and you call this from the /public directory, then ../admin/ would allow you to select the /admin folder from one level below

should help you out There's nothing in the Apache documentation because that default configuration is a debian/ubuntu invention. In that environment, using numbered config files to determine the default VH for a set of name-based virtual hosts is absolutely a standard thing to do.

To fix the issue you can do I found the solution. It was Avira blocking access to my host file .. disabled that option in avira and vhosts work fine now.
Beside that i needed admin rights which were not set for the account i was working with ..

My firewall icon doesnt work.....I have tried setting up the JAVA path but for some reason, it doesnt work

this one helps. Your PATH may contain spaces. First, properly quote it. And, you might have another jdk earlier in the PATH (so set it first). Something like
set "PATH=c:\amir\jdk1.7.0_45\bin;%PATH%"
cd c:\myutilities\auth
