it helps some times Instead of having stringcount.ToString, which is a method group, you need to call this method by adding parenthesis (). Change

Adding strings to nested lists of strings if list doesn't already contain said string

wish of those help If order is not an issue, use a dict with sets as values holding the names of the book:
 library = {'Whiterun':{'Book of Riddles', 'Dragonborn'},
           'Markarth': {'Dwemer History'},
           'Lakeview': {'Nightingales', 'Werewolves'} }
def add_book(section, book, lib):
    if book in lib[section]:
        return "Already added {}".format(book)
def lookup(section, book, lib):
        if book in lib[section]:
            return "Already added"
    except KeyError:
        return "Invalid section {}".format(section)

Are there any ways of adding in between strings without changing the string into a list - or are strings immutable?

it helps some times Strings are immutable, but act similarly to lists. You don't necessarily need to "convert" them to a list. You can do something like:
myString = "Insert Here -><- Insert There"
myString = myString[:14] + "Inserted" + mystring[14:]
# => myString == "Insert Here ->Inserted<- Insert There"
import re
answer = re.sub(r' +', r' ', myString)
>>> s = "Test"
>>> id(s)
>>> s = s.replace("s", "x")
>>> id(s)
>>> s
def correct(myString):
    myString = myString.replace(".", ". ") # Even if there is already a space, it doesn't matter
    import re
    return re.sub(r' +', r' ', myString)
>>> def correct(myString):
...     return ' '.join(myString.replace('.', '. ').split())
>>> myString = "This is very funny and cool.Indeed!"
>>> correct(myString)
'This is very funny and cool. Indeed!'

will be helpful for those in need I tried to make the title more clear but it really takes a lot more wording that. ,
and all the filenames are in the same list.
def get_urls(letters):
    url_dict = {}
    for letter in letters:
        top_url = "http://whatever.com/{}/".format(letter)
        result = re.findall("\/([a-z]+[0-9][0-9]\W[a-z]+)", str(urlopen(top_url).read()))
        url_dict[top_url] = result
    return url_dict
{'http://whatever.com/a/': ['addison.html', 'avery.html'],
 'http://whatever.com/b/': ['bob.html', 'boris.html'],
all_urls = [''.join(top, name) for top, names in url_dict.items() for name in names]
    urls = []
    for letter in letters:
        top_url = ...
        players = re.findall(...)
        for player in players:
            urls.append(''.join(top_url, player))
    return urls
