Does that help
This part of the code was my way of stopping my 'health' variable from exceeding 20: if health < 20: health = 20. Whether or not that is the most efficient way or if it even works is beyond me.
if health > 20: health = 20
health = 20 if health > 20 else health
health = min(20, health)

How do I stop a form from exceeding the window height?

Does that help I assume you're changing the form size yourself, because I can't find a way to make the splitter do that automatically. You can get the Height of the screen using the Screen object in the Forms unit. You can simply test against Screen.Height or, if you want to better support multiple monitors, test against Screen.MonitorFromWindow(Handle).Height
Code sample, untested, should get you started:
var MaxFormHeight: Integer;
    NewFormHeight: Integer;
    M: TMonitor;
begin
  // Get the monitor that's hosting the form
  M := M := Screen.MonitorFromWindow(Handle);
  MaxFormHeight := M.WorkAreaRect.Bottom - M.WorkAreaRect.Top - Top; // Take into account actual available monitor space and the Top of the window
  // Do your stuff to calculate NewFormHeight
  if NewFormHeight > MaxFormHeight then
    NewFormHeight := MaxFormHeight;
  Height := NewFormHeight;
end;

stop modal exceeding browser limits

it fixes the issue I have a modal that I maintain an aspect ration of 16:9. It works well on most screens but of some if the browser is considerable wider than the height the modal streches above and below the browser. , I changed your css to this -
.modal {
    position: absolute;
    height: 0px;
    width: 80vw; /* Use 80% of viewport width */
    height: 45vw; /* use 45% of viewport Width so 16:9 ratio */
    max-height: 100vh; /* limits the height to not exceed viewport height */
    background-color: #F00;
    margin: auto;
    top: 0;
    right: 0;
    bottom: 0;
    left: 0;
}
max-width: calc(100vh * 16/9);

wish of those help It looks like you need to take the stroke width into account for the bounds:
oval.set(bounds);
oval.inset(strokeWidth / 2, strokeWidth / 2);

CSS @media - Stop stretching content after exceeding max-width

hope this fix your issue Currently I have @media only screen and (max-width: 1231px), but when my screen width exceeds 1231px, everything looks messed up. , You could use a div container and put all your content inside:
.container {
  max-width: 1231px;
  margin: 0 auto;
}

How to stop Flexbox with multiple images from exceeding height of the container?

To fix the issue you can do You can consider adding the image as background and adjust the background property to keep ratio upon scale :
body,
html {
  height: 100%;
  margin: 0;
  padding: 0;
  width: 400px;
}

.container {
  display: flex;
  flex-flow: row wrap;
  width: 100%;
  height: 100px;
  background: black;
}

.box {
  flex: 1 1 auto;
  display: flex;
  justify-content: center;
  align-items: stretch;
  background-size:contain;
  background-position:center;
  background-repeat:no-repeat;
}

.box img {
  width: 100%;
  object-fit: contain;
}
<div class="container">
  <div class="box" style="background-image:url(http://placehold.it/80x80)">

  </div>
  <div class="box" style="background-image:url(http://placehold.it/80x80)">

  </div>
  <div class="box" style="background-image:url(http://placehold.it/80x80)">

  </div>
  <div class="box" style="background-image:url(http://placehold.it/80x80)">

  </div>
  <div class="box" style="background-image:url(http://placehold.it/80x80)">

  </div>
  <div class="box" style="background-image:url(http://placehold.it/80x80)">

  </div>
</div>
