I hope this helps . You can do this with a PHP script with 1 query and execute it daily with a cron job.
UPDATE table SET status = 1 WHERE dateAdded <= '$whatever'

I hope this helps . What is the value in active.time_stamp where active.user_id = 1?
Also, I think that your statement might be written more simply.
CREATE EVENT update_status
UPDATE active t 
SET t.active = 0 
WHERE t.user_id = 1 
        t.time_stamp, DATE_ADD(NOW(),INTERVAL -15 SECOND)
CREATE EVENT update_status_test
UPDATE active t

may help you . With Grijesh's perfect help and his suggestion to use conditional statements, I was able to get ONE trigger that does both tasks. again Grijesh

hope this fix your issue You need to create an event for achieving this task. Trigger wont help since they are associated with entire row and gets executed on insertion, deletion or updation. Write a scheduled event which will execute say every hour (the frequency of running this is upto you) and check if the memo is valid or not. If it has expired make the corresponding status entry as 1.
Here is something to start with http://dev.mysql.com/doc/refman/5.1/en/create-event.html
    UPDATE memo SET status = 1 where sysdate()> valid until;

With these it helps It may be that wrong or missing parameters are being sent to the database. Output all your necessary parameters in the alert Eg.
