it fixes the issue Emacs 24 includes package.el, and I strongly recommend using that to install packages whenever possible. Versions of the Solarized theme are available from MELPA Stable, MELPA, and Marmalade.
If you haven't used any of these package repositories yet, you'll need to add one by putting something like this in your init file:
(require 'package)
(package-initialize)

(add-to-list 'package-archives
             '("melpa-stable" . "http://stable.melpa.org/packages/") t)
(load-theme 'sanityinc-solarized-dark)  ; or
(load-theme 'sanityinc-solarized-light)

Unexpected colors with solarized dark theme on emacs (blue background)

I think the issue was by ths following , It turns out that the official (or officially endorsed) soliarized git repo has a version that is less good than this one.
I switched to the latter and it fixed the issue.

Solarized in NeoVim on iTerm 1 and 2 has incorrect background for dark theme

I think the issue was by ths following , Solved this one myself. After verifying this wasn't an issue by using vim instead of NeoVim, the problem was I was not using NeoVim TrueColor support.
Enabling this using the environment variable NVIM_TUI_ENABLE_TRUE_COLOR=1. Adding
export NVIM_TUI_ENABLE_TRUE_COLOR=1

Hope that helps I found a quick hack for iTerm2 users, just increment the contrast a little bit.
