hop of those help? Are you working with an object in a form_for? If so does this generate what you need:
form_for @item do |f|
  f.grouped_collection_select(:category_id, Site.all, :categories, :name, :id, :name, :include_blank => true)
end
grouped_collection_select(:item, :category_id, Site.all, :categories, :name, :id, :name, :include_blank => true)

Something as simple as this pseudocode:

With these it helps This is my view model , Get JobNo and Vessel from database. Then create lists in memory:

may help you . to anyone that may read this, I figured out the answer. What I did was this:
IBeaconFilter filter;
