it helps some times Because it's not.
Indexing is covered by IList. IEnumerable means "I have some of the powers of IList, but not all of them."

NameValueCollection not available from System.Collections.Specialized

I wish this helpful for you NameValueCollection is not available for Windows Phone. You can use Dictionary instead.

wish help you to fix your issue , Just convert it to an array:
var s = SingleStay.ToArray();
 var s = SingleStay;
 int i = 0;
 foreach (var cal in s)
 {
    //do your stuff (Note: if you use 'continue;' here increment i before)
    i++;
 }

I wish this help you Powershell is being "helpful" here and unwrapping your collection for you the same way it unwraps arrays/etc. as they enter the pipeline.
You need to "prevent" that by adding a layer of array/wrapping for powershell to unwrap instead.

I think the issue was by ths following , the error is pretty clear. UploadValues takes a NameValueCollection not a string https://msdn.microsoft.com/en-us/library/9w7b4fz7(v=vs.110).aspx
You code should be
var nvc = new NameValueCollection();

nvc.Add("INPUT_DATA", encodedJson);

crudoutput = wc.UploadValues(uri, nvc);
crudoutput = wc.UploadString(uri, "INPUT_DATA=" + encodedJson);
