help you fix your problem You could test for the existence of a file by listing the file, and seeing whether it returns something. For example:
aws s3 ls s3://bucket/file.txt | wc -l
aws s3 sync . s3://bucket/ --exclude '*' --include 'file.txt'

Hope that helps Since you need a custom validator(as you mentioned in comments), you can create a validate_id_exists validator for your id field.
validate_id_exists validator checks if an Incident object exists with the given id. If it does not exists, it raises a ValidationError.

    incident = Incident.objects.filter(id=value)
    if not incident: # check if any object exists
        raise ValidationError('This does not exist.')

it should still fix some issue if (File.Exists(f)) { DoSomething(f) } (or the negation thereof) is an anti-pattern. The file can be deleted or created in between those two statements, so it makes little sense to check its existence like that.
Apart from that, as pointed out in the comments, while File.Exists() may return true, the actual opening of the file can then still fail for a variety of reasons. So you'll have to repeat the error checking and throwing around the opening of the file.
