but I was under the assumption that when compiling my library any supporting libraries such as the ftp stuff would be compiled in with it.

Referencing a class library without having to reference the library's service references

fixed the issue. Will look into that further This is a problem, but it's not the problem that it appears to be.
You don't actually need the service reference in all projects which use your code - all you need is some information out of the app.config. Specifically, the binding and endpoint address. You can hardcode them into your code, and then you should be able to reference it just fine.

compile testing library does not compile static method of interface (Java 8)

Any of those help Please check your compiler, it may be using the version below java8.
The static methods are introduced in java8 and if your compiler uses java8 then you will not get error while compilation.

this one helps. Based on the example you provided a link to in one of your comments (here), you don't actually want auto and circular references, but instead what you want is two distinct nodes for each thing, one for the left column and one for the right column (e.g. "Formação Florestal" in the left/1985 column and "Formação Florestal" in the right/2017 column).
You can achieve that with the data you provided by distinguishing the source and target nodes that have the same index as separate nodes, like so...
