it should still fix some issue I didn't think the HAVING clause could accommodate what you'd posted, but I believe your view should be written to use UNIONs instead. Here's my take on it:
ALTER VIEW [dbo].[wpvw_v] AS
WITH names AS(

    FROM KVGS k 
                  FROM CDES c
                 WHERE c.kgi = k.kvgi
              GROUP BY c.kgi
                HAVING COUNT(c.kgi) > 1)

SQL Server query runs slower from ADO.NET than in SSMS

I think the issue was by ths following , If a bad plan is cached then the same bad plan should be used from SSMS too, if you run the very same query with identical arguments.
There cannot be better solution that finding the root cause. Trying to peek and poke various settings in the hope it fixes the problem will never give you the confidence it is actually fixed. Besides, next time the system may have a different problem and you'll believe this same problem re-surfaced and apply a bad solution.

To fix this issue I assume your hardware is the same on both servers.
You can have a look with the profiler where the difference comes from.
SET profiling = 1;
SELECT /*yourquery...*/
/*lookup the id for your query*/
SHOW PROFILE FOR QUERY 1 /*or whatever id your query has*/

Query on View is running slower than direct query - in Oracle

will be helpful for those in need The execution plan on each statement will give you more detail on what is happening. Try using some of the provided oracle tools for investigating what exactly is happening in each case.
Try doing a:
 SELECT/*+gather_plan_statistics*/ * FROM TABLE(get_data(12345, 'MYTAB'));
 SELECT/*+gather_plan_statistics*/ * FROM my_view

Join function in the query making the query run slower

this one helps. You'll need to index all your columns on which join condition is applied. In your case : "compid" , "c_cod" in both your tables.
Generally, "Primary Key constraint" columns are automatically indexed in databases, though you'll have to index the "Foreign Key constraint" columns manually.
