To fix this issue Have you looked at pySerial? It's been a few years since I've used it but it was quite good at handling RS-232 communications and it looks like it's compatible with Python 3.x.

this one helps. Now that you want to do it via an HTTP request, the Requests library is highly recommended.
It is really that simple:

may help you . The -p argument to mysql and mysqladmin et al is funky in that you absolutely can not have a space between the -p and the password.
So try
"C:\Program Files\MySQL\MySQL Server 5.1\bin\mysqladmin" -u demo -pdemopw shutdown

it helps some times Well this is the solution i was able to use and it is working fine with me.
import subprocess

# find all devices command
Find_command = 'C:/Windows/SysWOW64/devcon.exe find *'

#list HW ids of devices
hwIds_command = 'C:/devcon.exe hwids *'

Enable_command = 'C:/devcon.exe enable *PID_1016'

Disable_command = 'C:/devcon.exe disable *mouse*'

#Find Device
Find_SpecificDevice_command = 'C:/devcon.exe find *PID_1016 '
find= True
    if find:
        result = subprocess.check_output(Find_SpecificDevice_command,shell=True ,stderr=subprocess.STDOUT)
except subprocess.CalledProcessError as e:
    raise RuntimeError("command '{}' return with error (code {}): {}".format(e.cmd, e.returncode, e.output))
